Answer rates are a technical problem before they're a script problem.

A number that dials 400 times a day with a low answer rate gets labelled "Spam Likely" within weeks. Rotating numbers, keeping daily volume per number reasonable, and registering your business identity with the carrier reputation programs are the defenses.
Local presence. Calling from a number that matches the lead's area code lifts answer rates. It's also where agents get in trouble: a number that isn't yours to use, or one that misrepresents who's calling, is a compliance problem, not a hack.
One line vs multi-line. A single line is simple and compliant everywhere. Multi-line dialing calls several leads at once and connects the first answer, which raises talk time per hour and also raises abandoned-call risk, which has legal limits. Know the abandonment rate you're running and the rules that apply to it.
