Which carriers issue over the phone in 2026: voice signature, e-app, and the ones that still want ink

The carrier list that issues cleanly over the phone is the whole telesales business, and it changes every year. Here's how to sort it, without pretending we can keep a live list accurate.

Three things a carrier needs for telesales.

  1. An electronic application that runs on a phone call, not a PDF that gets emailed.
  2. A signature method that doesn't require the client to print anything: voice signature, text-to-sign or e-signature by link.
  3. A decision path that doesn't stall: instant decision, or a phone interview scheduled on the call.

How to check a carrier. Ask three questions of your upline or the carrier's agent line: does the app run start to finish on the phone, how does the client sign, and how long from submission to issue on a clean case. Anything that involves 'the client mails it back' is a field product.

The pattern in 2026. The final expense and simplified-issue carriers built for the phone have voice or link signatures and instant decisions on clean cases. The fully underwritten term carriers mostly issue by e-signature with an exam or a phone interview. A few carriers still want wet ink on specific forms and they are the ones that surprise new phone agents.
